Wilson County Emergency Services District #2 (WCESD#2) is a political subdivision of the State of Texas. The District was formed by a vote of the people through a referendum placed on the ballot of the November 2, 2010 General Election. The measure called for the creation of an Emergency Services District to administer the provision of fire services and emergency medical services within a defined geopolitical area.
The formation of Emergency Services Districts (ESD) is statutorily authorized through Chapter 775 of the Texas Health and Safety Code. The purpose of the ESD is to provide funding for the administration and operation of local emergency services. Operations may be provided directly or through utilizing support from existing resources. The code defines the governing body, the roles and responsibilities of the ESD, and the taxing authority of the District.
The first five members of the Wilson County ESD #2 Board of Commissioners met for the first time in February 2011. The Board of Commissioners created a new government entity, assessing the needs of the community, and planned for the operational, administrative, and functional responsibilities for the provision of fire and emergency medical services. Wilson County ESD #2 provides Fire and EMS services to approximately 39 square miles of North Central Wilson County. This is the only ESD that provides two services under one tax budget. WCESD #2 currently collects 10 cents per one-hundred dollars of taxable value of a property. Both Fire and EMS services individually bill for a number of calls for service.
District 2 EMS provides industry leading care to our patients through our astounding bed side manner, and interventions that we are able to provide you. Our EMS division strives for quick, yet appropriate, response times and scene times. We achieve these goals through aggressive standardized training and field application with our clinicians.
District 2 EMS is partnered with several health care establishments to help provide our patients with lifesaving interventions in the field. You could almost think of any of our ambulances as an emergency room on wheels. We are able to bring things to the patient's side that otherwise would not be accessible without visiting a hospital. Here are a few examples of ways that we have achieved this standard of care.
Connally Memorial Medical Center "Sepsis Alert" Program
This program allows District 2 EMS a definitive care facility for patients experiencing severe infection. We carry broad spectrum antibiotics, along with blood culture lab draw sets that allow us to collect lab samples from the first medical contact. Antibiotics are given to patients who are near or in septic shock to help battle severe infection.
Point of Care Ultrasound
District 2 EMS was granted a Butterfly Ultrasound device by our very own Medical Director, Dr. Mark Ogden, DO. This device allows our clinicians to perform point of care ultrasound exams on patients to assess for injuries that would otherwise be missed by even the best clinicians.
District 2 Fire and Rescue provides quick and effective fire protection and rescue service to the citizens of our district. Some of the ways that we may come to your aid are fire suppression needs, vehicle extrications, animal rescue, swift water rescue, or simply education. We respond to a wide variety of calls for service that even include EMS First Response. Our department currently holds an ISO rating of 6 due to our response times, and large amounts of water that we can bring with us to any scene. Our last evaluation from the Insurance Services Office was in 2010. This evaluation is completed every 10 years, but we have not been reevaluated due to COVID-19 restrictions in 2020.
We currently operate a fleet of 1 1,000 gallon Engine, 1 2,300 gallon Pumper/Tender, 1 Type 6 Brush Truck, 1 Type 4 Brush Truck, and a Command/Utility Vehicle.
We also have a wide variety of rescue tools that we can use to help in almost any situation we may face in the field. These tools include almost anything from Edraulic extrication tools and lift bags to everything needed to rappel down the steep bank of the San Antonio River to help a stuck kayaker.
